Make "stulinks" hyperlinks voteable by visitors

Visitors to the site should be able to give each link a "thumbs up" (+1 point) or a "thumbs down" (0 points) as a form of rating for the link. The top ten links based on overall summed points should be shown on the front page of myRPI under "Useful Links."
